Event Permits in Dubai: How DET Approval Works
A practical overview of event permits in Dubai — what DET (formerly DTCM) looks at, which documents organisers usually prepare, and how to plan your timeline so tickets go on sale on time.

Public and ticketed events in Dubai generally need a permit from the Department of Economy and Tourism (DET), the authority previously known as DTCM. The permit is what makes an event legal to promote, sell and run, so it sits at the very start of your plan, not the end.
This guide is a planning overview, not legal advice. DET sets the rules and updates them. Always confirm the current requirements for your event type before you commit to dates.
What the permit process usually covers
- The organiser — a licensed entity, or a licensed agent applying for you
- The event — type, name, dates, times and expected attendance
- The venue — a confirmed venue with its approval or NOC for your event
- Performers and speakers — details for artists and talent, especially international acts
- Tickets — categories, prices and quantities for ticketed events (see DET ticket approval)
- Content — promotional material that respects UAE media and cultural guidelines
Some events also need approvals from other bodies, such as civil defence for temporary structures, police for large crowds or road use, or municipality approvals for food.
Plan backwards from on-sale day
| Weeks before event | Milestone |
|---|---|
| 10–12 | Venue confirmed, organiser documents ready |
| 8–10 | Permit application and ticket configuration submitted |
| 6–8 | Approval received; tickets go on sale |
| 0–6 | Marketing, sales and operations |
Treat these as typical planning buffers, not official timelines. Larger or more unusual events need more time.
Common causes of delay
- Venue paperwork arriving late
- Artist or speaker details missing
- Ticket categories changing after submission
- Marketing that goes out before approval
How Pyalm helps
We set up your event and ticket inventory to match what you submit, prepare the configuration and documentation, and coordinate the submission with you. When approval comes through, sales open with the approved setup locked in. Approvals are always issued by DET.
