Web scraping, using software to collect data from websites, is widely used for price monitoring, market research and lead generation. Whether it's appropriate depends on what you collect, how you collect it and what you do with it.

Lower-risk scraping
- Publicly available, non-personal data: product prices, catalogues, listings, business directories
- Respecting robots.txt and site terms where they apply
- Rate-limited collection that doesn't overload the site
- Using the data for analysis, not republishing it wholesale
Higher-risk scraping
- Bypassing logins, paywalls or technical blocks
- Collecting personal data without a lawful basis
- Copying copyrighted content to republish it
- Breaching a platform's terms of service (many social networks, including LinkedIn, prohibit scraping)
Personal data and the PDPL
The UAE's Personal Data Protection Law (Federal Decree-Law No. 45 of 2021) sets rules for processing personal data, and GDPR applies to people in the EU. If you collect contact details, think about your lawful basis, transparency, opt-outs, security and retention.
Responsible scraping checklist
- [ ] Is the data public?
- [ ] Is it personal data? If so, what's the lawful basis?
- [ ] Do the site's terms allow it?
- [ ] Are requests rate-limited and identifiable?
- [ ] Will you store only what you need, and delete it when done?
Alternatives to scraping
Official APIs, data partnerships, licensed datasets and manual research are often better options. They're more stable and carry less risk.
