Do You Need an Event Permit in Dubai? A Quick Checklist
Which events in Dubai typically need a permit — ticketed, public, promoted, with performers — and which may not, with a simple yes/no checklist for organisers.

The short answer: if your event is public, ticketed, promoted to the public or features performers, you very likely need a permit from DET (formerly DTCM). Private events can be different, but "private" is narrower than many people think.
This is a planning guide, not legal advice. The authorities set the rules and change them from time to time, so confirm the current requirements for your event before you commit to dates.
Quick checklist
| Question | If yes… |
|---|---|
| Are you selling tickets? | A permit and ticket approval are very likely required |
| Is it open to the public? | A permit is very likely required |
| Are you promoting it publicly (social, ads, listings)? | A permit is very likely required |
| Are there performers, DJs or artists? | Expect a permit plus performer details |
| Is it at a hotel, venue or public space? | Ask the venue: they'll know what's required |
| Are there temporary structures, stages or road use? | Other approvals (civil defence, RTA) may apply |
| Invitation-only, unticketed, at a private home or office? | May not need a DET permit, but check |
Grey areas
- Corporate events at hotels: often private, but entertainment or public promotion can change that.
- Free community events: "free" doesn't mean "no permit" if the event is public.
- Brunches and themed nights: ticketed or promoted entertainment may need approval.
- Workshops and classes: small paid classes may be treated differently from large public sessions.
When in doubt, ask the venue and confirm with the authority. It's far cheaper than a cancelled event.
What happens without a permit?
Events can be stopped, ticket sales blocked by platforms, venues may cancel, and organisers can face penalties. Buyers increasingly check for approval before paying.
