What Is DTCM? Dubai's Event Authority Explained (Now DET)
DTCM was Dubai's Department of Tourism and Commerce Marketing. Its role, including event permits and ticket approvals, now sits with DET. Here's what that means for event organisers.

If you've organised or researched an event in Dubai, you've heard "you need DTCM approval". DTCM stands for the Department of Tourism and Commerce Marketing, the government body that historically promoted Dubai tourism and regulated events.
Today, that role sits with the Dubai Department of Economy and Tourism (DET). Many organisers, venues and suppliers still say "DTCM", so you'll hear both names for the same thing.
This is a planning guide, not legal advice. The authorities set the rules and change them from time to time, so confirm the current requirements for your event before you commit to dates.
What DET (formerly DTCM) does for events
| Area | What it means for organisers |
|---|---|
| Event permits | Public and ticketed events generally need a permit before they can be promoted or run |
| Ticket approval | Ticket categories, prices and quantities are approved for ticketed events |
| Classification | Events are categorised (concerts, conferences, exhibitions, sports, etc.) with different requirements |
| Promotion | Event marketing is expected to follow the approved details |
| Tourism calendar | Major events form part of Dubai's tourism calendar |
Why organisers still say "DTCM"
The name stuck. You'll see "DTCM permit", "DTCM code", "DTCM approved tickets" and "DTCM number" in contracts, venue checklists and supplier quotes. They all refer to approvals now handled by DET.
DTCM, DET and other authorities
DET isn't the only body involved. Depending on your event, you may also deal with:
- The venue, which provides its approval or NOC
- Dubai Police, for crowd and security plans
- Civil Defence, for temporary structures, capacity and safety
- Dubai Municipality, for food and public-health matters
- RTA, for road use or transport plans
