What Is an Event Permit? A Plain-English Guide for the UAE

An event permit is official approval to hold, promote and sell tickets for an event. Here's what it covers, who issues it in the UAE, what it costs you in time, and what's checked.

An event permit is official permission from the relevant authority to hold a public or ticketed event at a specific place and time. In the UAE, permits are issued by each emirate. In Dubai that's DET (formerly DTCM), and in Abu Dhabi it's DCT Abu Dhabi.

This is a planning guide, not legal advice. The authorities set the rules and change them from time to time, so confirm the current requirements for your event before you commit to dates.

What a permit typically covers

Item Example
The organiser Licensed company responsible for the event
The event Name, type, description
Where & when Venue, dates, opening hours
Capacity Maximum attendance
Tickets Categories, prices, quantities (for ticketed events)
Performers Artists, speakers, DJs
Conditions Age limits, content rules, safety requirements

When approved, you receive a reference number. In Dubai, organisers often call it the DTCM code.

Permit vs other approvals

The event permit is the central approval, but it often relies on others: the venue's approval, police for security, civil defence for safety and structures, and municipality for food. Think of the permit as the umbrella, with the others underneath it.

What's usually checked

  • Is the organiser licensed?
  • Is the venue suitable and approved for this event?
  • Is the capacity safe?
  • Are tickets fairly priced and correctly categorised?
  • Is the content appropriate?
  • Are safety, security and medical plans in place?

Timing

Start 10–12 weeks before you want to open ticket sales. You can't legally sell tickets or promote the event until it's approved.
