Event permits in the UAE are issued by each emirate, not at federal level. So where you apply depends on where your event takes place.

Who can apply?
Applications are generally made by a licensed entity, such as an event management company, a venue or another licensed business, or by a licensed agent on your behalf. If you're a brand, promoter or individual without the right licence, working with a licensed partner is the usual route.

- Police: large crowds, security plans, VIP movements
- Civil Defence: stages, structures, capacity, fire safety
- Municipality: food, health and hygiene
- Transport authority: road closures, parking, shuttles
- Media / content: certain promotional or performance content
Where do you actually apply?
In Dubai, applications are submitted through DET's online services by the licensed applicant. In Abu Dhabi, through the Abu Dhabi authority's channels. Because systems and requirements change, the most reliable route is to work with a licensed organiser or an experienced partner who submits regularly.
