Planning a concert, conference, exhibition or community event in Abu Dhabi? You'll need approval from Abu Dhabi's authorities. A Dubai DTCM/DET permit doesn't carry over.
This is a planning guide, not legal advice. The authorities set the rules and change them from time to time, so confirm the current requirements for your event before you commit to dates.
Who approves events in Abu Dhabi?
Events and entertainment are typically approved through the Department of Culture and Tourism – Abu Dhabi (DCT Abu Dhabi). Depending on the event, the venue, Abu Dhabi Police, Civil Defence and health or municipal authorities may also need to approve parts of it.
Step by step
| Step | What to do |
|---|---|
| 1. Confirm the venue | Book the venue and ask what approvals it needs from you |
| 2. Licensed applicant | Apply through a licensed organiser or agent if you aren't licensed yourself |
| 3. Prepare event details | Name, type, description, dates, times, expected attendance |
| 4. Performers & content | Artist or speaker details and promotional material where required |
| 5. Tickets | For ticketed events: categories, prices and quantities |
| 6. Safety plans | Crowd management, security, medical cover, structures and capacity |
| 7. Submit & respond | Submit the application and answer any questions quickly |
| 8. Approval | Once approved, launch marketing and ticket sales |
Documents organisers usually prepare
- Trade licence of the organiser or applicant
- Venue confirmation or NOC
- Event description, schedule and floor plan
- Performer or speaker details (and visas for international talent)
- Ticketing plan and terms and conditions
- Security, medical and safety plans for larger events
How long does it take?
Plan 8–12 weeks before your on-sale date, and longer for large or international events. Incomplete paperwork is the main cause of delay.
Common mistakes
- Assuming a Dubai permit covers Abu Dhabi
- Booking talent before checking content requirements
- Announcing ticket sales before approval
- Leaving civil defence and structure approvals to the last minute
